Countries have increasingly moved from negotiating narrow-scope preferential trade agreements to more comprehensive economic partnership agreements (CEPAs). Such agreements cover not only traditional trade in goods issues such as tariff liberalization, but also issues such as technical barriers, investment measures, services trade and e-commerce. The inclusion of these issues presents challenges for developing countries, many of which lack staff sufficiently familiar with both the substance of these issues and their negotiating modalities.
This course is designed to help trade officials from developing countries to better understand these issues, so that they can more effectively deal with them during CEPA negotiation.

This workshop seeks to equip researchers with tools and knowledge that will help them to use R to conduct automated text analysis and generate quantitative datasets based on their desired criteria. The workshop will also be used to launch and to collect feedback on a beta version of an online tool for automated mapping of provisions in trade agreements that utilizes a version of the algorithm that will be explored during the workshop. Although the focus of this course will primarily focus on text analysis of trade agreements, presented techniques can be applied to analysis of any text data. An example of non-tariff measures description analysis will also be featured to show the versatility of the algorithm’s application.

While globalization has lifted billions of people out of poverty in the Asia-Pacific region alone, the economic growth supported by existing trade and investment policies has come at a steep environmental cost. The latest report by the Intergovernmental Panel on Climate Change unequivocally concludes that a human-made climate crisis is unfolding and that we are on the verge of a tipping point. All possible avenues need to be considered in reducing greenhouse gas emissions, including in the policies governing trade and investment. The links between trade, investment and climate change are complex. The key is to ensure that the positive effects of trade and investment are maximized, such as by promoting trade and investment in renewable energy and low-carbon technologies, while minimizing the adverse effects, such as by digitalizing trade and transport systems. As such, this course seeks to explain the relationship between climate-change and trade and investment, and provide recommendations on how trade and investment policies can be more 'climate-smart'.

In 2022, global services exports were valued at $7.1 trillion, representing 7.1% of the world GDP and 23% of total global trade in both goods and services.The Asia-Pacific region contributed 26.2% to global exports and 29.0% to imports in 2022, compared to 39.8% and 36.7% in merchandise trade. These figures are projected to increase to 26.4% and 29.4%, respectively. Economies are increasingly addressing trade in services within trade agreements.
This course on services trade and provisions in regional trade agreements (RTAs) aims to:
Highlight trade patterns in international services trade.
Introduce participants to countries’ commitments under the General Agreement on Trade in Services (GATS) of the World Trade Organization.
Explain different approaches to addressing trade in services in RTAs.
Launch and introduce new modules in the Legal Trade Intelligence and Negotiations Advisor (TINA) on services (https://legal.tina.trade).
TINA’s new modules offer seamless access to GATS and RTA commitments/reservations in trade in services, enable the comparison of texts between provisions, and provide large language module-based comparisons and interpretations of commitments/reservations.

Trade Intelligence and Negotiation Adviser (TINA – https://tina.trade) is an online tool designed to assist trade policymakers and researchers in carrying out analytical tasks commonly conducted as part of trade agreement negotiations. Many of the intense tasks undertaken for trade agreement negotiations require specialized analytical and data management skills and are time-consuming when performed manually. TINA automates many of such tasks, enabling countries with limited resources to benefit from the same level of preparation as those afforded by larger economies. It was developed in close consultation with current and former members of trade negotiation teams, using state of the art methodologies and technologies.
Since its inception in 2018, TINA has assisted several countries in the region. For example, the at the request of the Government of Bangladesh, TINA was used to help them with the Bangladesh-India trade agreement feasibility study; for the Government of India – studying the potential effects of India-EU/India-UK trade agreements; and for the Government of Mongolia – the potential of the Mongolia-Republic of Korea trade agreement.
Bangladesh, Cambodia and Vanuatu have also benefitted from using an additional key feature of TINA which evaluates the trade impacts of least developed country status graduation and resulting partial withdrawal of preferences by major trading partners such as the European Union, the United States, China and India. This feature is significant as it identifies sectors and markets most likely to be impacted, thus drawing policymakers’ attention to accord higher prioritization.
About this e-course
This course will provide the participants with the theoretical understanding of TINA’s algorithms, as well as hands-on examples and guided exercises. Those who completed the course will be able to independently come up with offensive/defensive interests, gauge competitiveness of individual commodities and examine trends, run partial equilibrium simulations of bilateral tariff liberalization and LDC graduation.
This is the first in series of hands-on TINA workshops. Those who pass the final quiz will obtain an e-certificate, and will be invited to further trainings on other modules, with the potential of obtaining “trainer-of-trainers” certification after in-person workshop at a future date.

Trade Intelligence and Negotiations Advisor (TINA - https://tina.trade) is an online
tool, conceived by ESCAP in 2018, designed to assist trade policymakers, as
well as researchers and consultants supporting them, to carry out many of the
analytical tasks commonly conducted in preparation for trade agreement negotiations.
These tasks require specialized analytical and data management skills and are
time consuming when performed manually: TINA automates such tasks,
enabling countries with limited resources to benefit from the same level of
preparation as those afforded by larger economies. TINA has been developed in
close consultation with academics, specialists and current and former members
of trade negotiation teams throughout Asia and the Pacific, developed by a team of trade economists, coders and web application programmers
using state of the art methodologies and technologies.
Legal TINA (https://legal.tina.trade), launched in 2024, is an artificial
intelligence-powered extension of TINA, providing guidance and analytical
capabilities to develop the text and legal provisions of trade agreements. It
allows users to explore the basic legal framework of trade agreements through
questions on specific trade-related issues, helping negotiators to narrow down
formulation of provisions based on priorities and needs. It also enables users
to easily search and compare texts of existing trade agreements, making it
easier to understand what text may be most acceptable to negotiating parties
involved and what more ambitious provisions may be proposed.

Trade facilitation is key to making international trade more efficient and inclusive. Much progress has already been made in enhancing transparency and simplifying trade procedures, with the WTO Trade Facilitation Agreement (TFA) providing a basic set of measures for all countries to implement. However, more efforts are needed to make trade easier for all, as well as more resilient to crises. In this context, this course will introduce digital trade facilitation measures that go beyond the requirements of the WTO TFA. It will also introduce sustainable trade facilitation measures that can support the effective participation in trade of groups with special needs, such as SMEs and women traders. Based on the UNTF Survey (www.untfsurvey.org), the course will also cover trade finance facilitation measures, and discuss measures to be taken during and in preparation for a crisis, such as the recent COVID-19 crisis.

The number and complexity of trade agreements has boomed. In addition to traditional trade-related provisions, there is a proliferation of provisions addressing other issues, which do not necessarily directly regulate trade, yet have a significant impact on it.
In this context, ESCAP developed a web-based tool that allows users to efficiently map topics or provisions in texts of trade agreements. Currently, there are 463 trade agreements in the searchable database, including 237 involving at least one economy from the Asia-Pacific Region. The algorithm is based on detection of keyword combinations in the articles of trade agreements. It allows to accommodate for the variability of the natural language, as well as to map multiple categorized provisions or topics. As the final output, it generates datasets (spreadsheet format) that can be used in quantitative research or to create insightful visualizations.
The objective of this course is to teach how to use the online tool so that researchers can make the best use of what it has to offer by conducting automated text analysis and generating quantitative datasets. This course consists of three modules consisting of video lectures, quizzes, and two live sessions.
